Smart Scale is about investing limited tax dollars in the right projects that meet the most critical transportation needs in Virginia. The project application submission period for fiscal year 2017 closed on Sept. 30, 2015. In accordance with the 2015 HB2 Implementation and Policy Guide, the Office of Intermodal Planning and Investment, Virginia Department of Transportation and Department of Rail and Public Transportation have completed evaluation of the first cohort of Smart Scale applications. Of the 321 applications that were submitted, 287 were deemed eligible to advance in the evaluation process and met a need identified in VTrans2040. There are several ways project applications and results of the analysis can be viewed. By clicking on a one of the colored dots on the map below you can see a pop-up screen with basic project information. Each scored project has a print friendly one page summary (the Scorecard) that gives an overview of the project, the measures values for each factor used in scoring, project application information, project scoring information, and the project’s rank on a statewide and construction district basis. The pop-up screen also includes a link to the Smart Scale Application Tool. The Smart Scale Application Tool displays the scored project applications in both list and map form. The tool allows the public to view the score and application for each scored project and to drill down into the cohort list of applications with multiple filter options.
Now that analysis and scoring is complete, the scored project applications will be considered for funding by the Commonwealth Transportation Board (CTB) during the update of the fiscal year 2017-2022 Six-Year Improvement Program (SYIP). The public will be provided an opportunity to comment on the project applications selected for funding during public hearings this spring for the Draft 2017-2022 SYIP.
